Background

The Human Development and Economics Unit (HDEU) of UNDP Somalia, Inclusive Development for Poverty Reduction Project, focuses on empowering ordinary citizens of Somalia by enhancing their capacity to shape their own destiny of peace and prosperity. The Unit works towards enhancing evidence-based development planning and implementation in Somalia, to ensure that all citizens, particularly the poorest of the poor and the marginalized groups are reached and benefit equally from development interventions. The programme further works towards strengthening institutions to make them work for the vulnerable communities of Somalia through effective delivery of services and better access to opportunities. The Unit uses a three-pronged approach to achieve its objectives: human development; MDG planning and campaign and advocacy; and poverty monitoring and analysis. Each of these components is further divided into interventions that require substantial information compilation and dissemination with regard to the crucial issues of human development and MDGs
Building on past UNDP achievements and existing initiatives of the UN agencies working in Somalia, in pro-poor policies, planning and programming, capacity development and institution building, this programme aims to consolidate past efforts and successes and expand further to influence policy debates and provide upstream policy advice; strengthen national ownership of the MDGs; provide capacity building support in the areas of pro-poor planning, policy design, programming and poverty monitoring; and strengthen macro-micro linkages for poverty reduction and accelerated human development. The Unit serves as the catalyst and enabling platform to influence the recovery and development assistance provided to Somalia through better planning, prioritization and sequencing of interventions in alignment with national plans and priorities and guided by thorough analysis. The Unit influences, works with and guides relevant portions of the United Nations Somali Assistance Strategy whose 2015 vision is “Somali people make progress towards peace and the Millennium Development Goals through equitable economic development and are supported to achieve their rights by inclusive and accountable, self sufficient government”. The outputs from this Unit will provide the leverage for many UNDP, UN and NGO programmes to set clear numerical goals and targets and coordinate among themselves and work together for better development results.
Currently, the Human Development and MDG Report are under preparation. It is in this context that UNDP would like to recruit a Programme Officer – Inclusive Human Development, to support the HDEU activities that include production of high-quality Human Development Reports, focusing on youth, which will guide stakeholders in the design and implementation of policies to enhance the role of the youth in development; an MDG Progress Report that assesses status and trends of various development indicators including best practices for what has worked and identifies gaps in policies and their implementation; preparation of MDG-based development plans; development of a Poverty Monitoring and Analysis System and development of a Statistical System.
Under the overall guidance of the UNDP Senior Economist and direct supervision of the Head of Sub-Office in Garowe, the Programme Officer is responsible for the management of Unit activities in Garowe as set out in the project document. The Programme Officer analyzes political, social and economic trends and leads formulation, management and evaluation of the Unit. The incumbent will also work closely with the Area Project Manager in Somaliland and the Unit team in Nairobi
The Programme Officer works in close collaboration with the operations team, programme staff in other UN Agencies, UNDP Office in Nairobi and Government officials, technical advisors and experts, multi-lateral and bi-lateral donors and civil society ensuring successful implementation of the Inclusive Development for Poverty Reduction Project.

 

Duties and Responsibilities

Summary of Key Functions:
  • Ensuring the implementation of project operations including tasks related to advocacy, programming, monitoring and evaluation, and representation;
  • Financial resources management;
  • Efficient procurement and logistical services;
  • Effective management of the project;
  • Provision of top quality policy advice services to the Government and facilitation of knowledge building and management.
Ensures the implementation of project operations focusing on the achievement of the following results:
  • Compliance of operations with UNDP rules, regulations and policies, implementation of project operational strategies and monitoring achievement of results;
  • Provision of advice on strategies, policies and plans affecting project operations, delivery of practice advisory, knowledge and learning services;
  • Establishment of collaborative arrangements with project potential partners and appropriate operational partnership arrangements;
  • Constant monitoring and analysis of the operating environment, quick readjustment of the operations, advice on legal considerations and risk assessment;
  • Knowledge building and sharing with regards to management and operations in the project including training of counterparts;
  • Proper project-filing system;
  • Timely follow up of routine actions and deadlines;
  • Thorough analysis and research of the political, social and economic situation in the country and preparation of substantive inputs to periodical UNDP reports, and other documents;
  • Identification of areas for support and interventions within the thematic/sectoral areas assigned;
  • Supports gathering of data/information for project monitoring and evaluation processes ensuring compliance with UNDP M&E requirements in reporting on programme results and progress towards outcomes;
  • Assists in promoting dialogue and good practice among different stakeholders;
  • Assists the Senior Economist in the preparation of narrative reports to line ministries and donors as well as in the planning and revision of project workplans.
Ensures effective and accurate financial resources on achievement of the following results:
  • Proper planning and monthly expenditures tracking in accordance with UNDP rules and regulations;
  • Review of travel authorizations, documentation, payments;
  • Proper and timely preparation of regular accurate financial reports for UNDP, donors and counterparts;
  • Ensure accountability in the use of project funds;
  • Provide leadership in efficient logistics, sound financial management, fair and transparent procurement and overseeing effective provision of services to counterparts;
  • Ensure appropriate financial management of the project activities, including monitoring project financial expenditures and transactions;
  • Ensure the integrity of the financial system, overseeing the administrative, financial and budgetary aspects of the project activities;
  • Apply the Human Rights Based Approach in ensuring that programme resources are used in a balanced way and contributes to peace building;
  • Ensure consistent application of UNDP rules and regulations.
Ensures efficient procurement and logistical services management focusing on achievement of the following results:
  • Project compliance with corporate rules and regulations in the field and management of procurement processes including sourcing strategy, supplier selection and evaluation, quality management and performance measurement, in liaison with the UNDP procurement unit;
  • Management of contracts and contractors and legal implications in accordance with UNDP rules and regulations;
  • Proper management of project assets, facilities and logistical services;
  • Planning, organisation and oversight of the necessary administrative and other logistical support to consultancy missions, workshops, overseas learning and other project activities.

Ensures effective management of the project focusing on quality control from formulation to implementation achieving the following results:

  • Effective application of Results Based Management (RBM) tools and monitoring of the achievement of results;
  • Translating UNDP’s priorities into local interventions. Coordination of programme implementation with the executing agencies. Introduction of performance indicators/ success criteria, cost recovery, targets and milestones;
  • Coordinating the preparation of the Human Development Report ensuring involvement and ownership of all stakeholders;
  • Coordinating the preparation of MDG progress reports ensuring extensive participation of data providers and users; and all the major stakeholders led by the Ministry of Planning;
  • Coordinating MDG Needs Assessment, Simplified Macro-economic Framework and MDG Financing Strategy activities;
  • Managing Human Development and Millennium Development Goals advocacy activities within the local context;
  • Overseeing project activities supporting progress towards the MDGs and other development action plans;
  • Providing statistical analysis and link statistical indicators to MDGs and economic policy;
  • Supporting strategies for statistical capacity building which include among other things the establishment of appropriate systems and procedures for the collection and compilation of socio-economic and macro-economic data and poverty statistics within the local context;
  • Coordinating the review of quality and coverage of ongoing data collection efforts and identification of data needs, gaps and priorities and suggest the mode to improve the quality to be consistent with international standards and procedures;
  • Collaborating with partner agencies (UNFPA, UNICEF, World Bank), support the preparations and assistance for future surveys and census;
  • Providing substantial inputs to the development of suitable programmatic strategies towards the achievement of the Millennium Development Goals and economic recovery;
  • Working closely with the selected local CSOs to identify and implement activities that contribute to achieving the overall goals and objectives of the project;
  • Coordinating the establishment of Poverty Analysis and Monitoring Unit.
Ensures provision of top quality advisory services and facilitation of knowledge building and management focusing on the achievement of the following results:
  • Identification of sources of information related to policy-driven issues. Identification and synthesis of best practices and lessons learnt directly linked to programme country policy goals;
  • Support to the development of policies and institutions that will address the country problems and needs in collaboration with the Government and other strategic partners;
  • Sound contributions to knowledge networks and communities of practice.
Impact of Results:
The key results have an impact on the success of the country programme within specific areas contributed by HDEU. In particular, the key results have an impact on the planned development that takes into account contributions from all stakeholders in its design, implementation, and monitoring and evaluation, leading to an improved livelihood of all citizens including the efficient use of resources to achieve these objectives.

Required Skills and Experience

Education:
  • Masters degree in development economics or related fields. Additional training or experience in areas of statistics, capacity building, human development and MDGs will be an advantage;
  • A first level degree in development economics or related field, plus a minimum seven years of relevant experience will be accepted in lieu of an advanced university degree.
Experience:
  • Minimum of five years relevant experience with an advanced university degree or seven years professional experience with a first level university degree, in a position at the national or international level is required;
  • Minimum five years of relevant work experience in the human development field, preferably with at least three years’ experience in a crisis or post-conflict country;
  • Demonstrated experience working with government and development partners in coordinating development projects of a similar nature;
  • Work experience in conflict/post-conflict country and familiarity with the situation in Somalia – political, socio-economic, government and research – would be an asset;
  • Demonstrated experience in qualitative and quantitative analysis as evidence by types and scope of research studies, surveys, assessments conducted and reports prepared;
  • Advanced computer skills in quantitative and qualitative analysis would be an asset;
  • In-depth knowledge of local conditions and developments in Somalia;
  • Knowledge of UN operational procedures and common UN programming tools an advantage.
Language Requirements:
  • Fluency in spoken and written English and Somali.
